Polish military tender for OEM only

The tender is for OEM or new non-OEM products only and excludes reuse.
The tender, 331656-2019 was published today (16th July) and is for the supply of consumables for printers, photocopiers and faxes required by the 43th Military Economic Branch in ?wi?toszów, Poland. The requirement allows the offer of materials equivalent to the original materials produced by equipment manufacturers.
If non-OEM product is offered the product requirement is that the products are brand new, not regenerated, coming from current production, serially produced in the production cycle, in accordance with ISO 9001 and ISO 14001 or equivalent standards.
Other tender requirements include that the consumables are hermetically wrapped, with no traces of use. The efficiency, in accordance with ISO / IEC 19752 for monochrome toner cartridges, ISO / IEC 19798 for colour laser printer cartridges, and ISO / IEC 24711 for print cartridges, is at least equal to that of the original recommended material by equipment manufacturers.
The print quality is at least equivalent to the original material recommended by the equipment manufacturer and the cartridges do not limit the full cooperation with the hardware program, which monitors the state of ink cartridges or toner.
Cartridges should not infringe any patent or other intellectual property in any way and all parts are new, in particular a photosensitive drum, a feed bar, a collecting bar, a magnetic shaft and the toner / ink adapted to work with the device was applied.
