Indian government launches black toner anti-dumping investigation

India’s Directorate General of Trade Remedies has launched an anti-dumping investigation into the importing of black toner powder originating in or exported from China, Malaysia and Taiwan.
Following a joint complaint from India’s two main toner manufacturers, Indian Toners and Developers Ltd and Pure Toners and Developers Pvt. Ltd, India’s Directorate General of Trade Remedies has launched an anti-dumping investigation into the importing of black toner powder originating in or exported from China, Malaysia and Taiwan. The complainants have requested the imposition of anti-dumping duty on the imports.
The complaint, seen by The Recycler, alleges the dumping of the toner that was made or exported from China, Malaysia and Taiwan into India is causing injury to the domestic industry and has requested for imposition of the anti-dumping duties on the import of the subject goods originating in or exported from the subject countries.
Excluded from the anti-dumping investigation are colour and MICR toners, as well as OEM toners, toner in toner cartridges and liquid toner.
The investigation will cover imports during the following periods: 1st April, 2019 to 31st December, 2019, April 2016-March 2017, April 2017- March 2018, April 2018-March 2019.
If the investigation finds in favour of the complaint the Directorate would recommend the amount of anti-dumping duty under the multilateral regime of the World Trade Organisation.
