The first progress report on the 8EAP from the European Environment Agency highlights significant hurdles in meeting several 2030 environmental goals, such as overshooting primary energy consumption targets, undershooting renewable energy targets and failing to double the use of recycled material. However, the report also indicates likely success in reducing greenhouse gas emissions by 55% compared to 1990 levels??.
