In a landmark move to combat waste and promote sustainability, Catalonia has announced a comprehensive new law aimed at preventing waste and encouraging efficient resource use. A key highlight of the Waste Prevention and Efficient Resource Use Act is the ban on single-use printer cartridges, which will come into effect on the 1st of January 2025.
This ban is part of a broader strategy to eliminate unnecessary waste and transition to a circular economy. The legislation prohibits the distribution and sale of non-reusable or non-refillable cartridges and toners, compelling manufacturers, and consumers to adopt more sustainable practices. Additionally, the law targets various single-use items, including plastic bags, single-use food containers, and utensils, as well as disposable hospitality items like razors and toiletries. This measure is expected to significantly reduce the environmental impact of printer waste, which has been a growing concern due to the high volume of disposable cartridges ending up in landfills.
Catalonia’s government emphasizes that this ban is a critical step towards a sustainable future. By promoting the use of refillable and reusable cartridges, the region aims to reduce its carbon footprint and lead by example in the fight against climate change. The law also includes stringent measures for other single-use items and promotes the reuse and recycling of materials across various sectors.
This move follows the example set by the Balearic Islands, which banned single-use printer cartridges and toners in 2021 as part of their broader strategy to tackle plastic waste and pollution. This regional momentum highlights a growing trend towards stringent waste management practices across Europe.
Catalonia, located in northeastern Spain with Barcelona as its capital, is one of the country’s wealthiest and most industrialized regions. Contributing around 20% of Spain’s GDP, its economy is diverse, with strong sectors in manufacturing, services, tourism, and information technology. The region is a significant European hub for trade and investment, known for its vibrant cultural heritage and substantial infrastructure.
David Connett, a Partner at Connett & Unland GbR, commented on the legislation: “We will see more and more of such legislation being introduced. But the key question is, will one or more OEMs go to court to block the implementation of this act?”
